COBOP has a Steering Group made up of three local government and four central government members that guides the direction for the whole network. This group is nominated by the Regional Leadership Forum to guide COBOP activities for a two year period. Assisted by a Strategic Co-ordinator, this group meets three times a year to:
- Foster and oversee network processes that support local and central government to work together to achieve results for the Bay of Plenty
- Monitor progress in collaborative efforts towards local and regional community aspirations and priorities
- Be responsible for ensuring that the intent of the COBOP network is achieved
- Take responsibility for fronting any important matters affecting COBOP overall
- Jointly act as supporters for the action clusters
